황우여 대표최고위원은 2012. 6. 22(금) 16:00, 서울 구로구 신도림동 쉐라튼 서울 디큐브시티 호텔 6층 볼륨 A&B에서 북한자유이주민 인권을 위한 국제의원연맹(IPCNKR) 총회 공동선언문 채택 및 폐회식을 주관하였다. 그 주요내용에 대해 황천모 수석부대변인은 다음과 같이 전했다.
ㅇ 황우여 대표최고위원의 폐회사 주요내용은 다음과 같다.
- 오늘 참여하신 의원님, 그리고 NGO 회장님과 또 특별히 하루 종일 취재하느라 고생하신 기자여러분들께 심심한 감사의 말씀을 드린다. 무엇보다도 긴 시간동안 자리하시고 진지한 토론을 해주셔서 북한 난민, 이주민을 따뜻하게 그리고 건설적으로 많은 의견을 내주신 10개국 24분의 의원님들께 진심으로 감사의 말씀을 드린다. 이번 제9차 총회는 지속적으로 북한인권 문제를 거론해온 한국, 일본, 미국, 캐나다, 유럽뿐만 아니라 남미, 아프리카, 아시아지역의 여러 대표의원님들께서 자리하셔서 국제의원연맹의 모습을 또한 새롭게 해주신 뜻 깊은 총회였다고 말씀드릴 수 있다. 현재 중국에서의 탈북자 지위와 강제송환 문제 해결을 위한 국제적 연대가 매우 시급한 문제라는 것이다. 여전히 한국과 일본의 숙제로 남아있는 납북자 문제도 시급하다. 사실은 두 나라뿐만 아니라 제가 알기로는 17개국에 걸친 이러한 문제에 대해서 각국의 북한인권법 제정과 향후 과제에 대하여 좋은 발표를 들으면서 IPCNKR의 할일이 대단히 크다는 것을 다시 한번 느꼈다. 이번 19대 국회에서는 한국에서 북한인권법안이 제정되어 대한민국 국회가 당사자로서의 책임과 의무를 다해야 되겠다는 점도 강조하여 말씀드린다. 첫날에도 말씀드렸다시피 우리의 침묵은 그들에겐 죽음이다. 우리의 끊임없는 외침과 노력 그리고 그들에 대한 애정만이 소중한 생명을 구할 수 있음을 우리가 잊지 말아야 할 것이다. 그래서 약자들의 목소리가 되려는 IPCNKR의 모임은 날이 갈수록 더욱 소중하고 특별하다. 우리의 우정이 지속되기를 소망하면서 내년에 폴란드에서 다시 만나자. 대단히 감사하다.
ㅇ 앞서 황우여 대표 주재로 북한인권에 대한 공동선언문이 채택되었다. 공동선언문의 주요내용은 다음과 같다.
The 9th Joint Statement
of the International Parliamentarians' Coalition
for North Korean Refugees and Human Rights
The International Parliamentarians' Coalition for North Korean Refugees and Human Rights,
Reaffirmingits commitment to collaborating with the international community in raising global awareness of human rights abuses in North Korea, in accordance with the Universal Declaration of Human Rights, the International Covenant on Civil and Political Rights, and other treaties on human rights,
Recallingthat North Korea signed the Convention on the Non-Applicability of Statutory limitations to War Crimes and Crimes Against Humanity(1968), the International Covenant on Economic, Social and Cultural Rights(1981), the Convention on the Prevention and punishment of the Crime of Genocide(1989), the Convention on the Rights of the Child(1990), the Convention on the Elimination of All Forms of Discrimination against Women(2001),
Hereby resolves to:
1. Express grave concern about the continuing deterioration in the human rights situation in North Korea and about the systematic, widespread and serious infringements of civil, political, economic, social and cultural rights of the North Korean people committed by the regime in order to exact absolute obedience and loyalty;
2. Call upon the North Korean regime to terminate the brutal beatings, torture, sexual violence and rape, forced labour, forced abortion, and public execution committed in its prison systems and the utilization of food for purposes other than aid, and to respect human rights and fundamental freedom as universal values;
3. Express deep concern about the unresolved cases of abduction planned and executed by the North Korean regime including more than 100,000 South Korean civilians abducted during the Korean War, and demand North Korea reveal their status and expedite their return, recalling that Kim Jong-Il admitted to kidnapping and returned five Japanese nationals in 2002;
4. Recognize that the North Koreans who leave their country for economic reasons can become refugees sur place as they potentially face arrest, detention, beatings, sexual violence, forced labour, forced abortion, torture and, in some cases, death upon their repatriation;
5. Urge all governments of countries through which North Korean defectors travel and the Chinese government as a signatory to the 1951 Refugee Convention and to the Convention on the Rights of the Child to suspend arrest and forcible repatriation of North Koreans, especially children, and to provide them with appropriate assistance and protection;
6. Call upon all countries, in which the North Korean people are seeking refuge or through which they transit, to treat them humanely and ensure their safe transit to the Republic of Korea, considering them as the nationals of the Republic of Korea;
7. Recommend the United Nations High Commissioner for Refugees dispatch a coordinator to China in order to examine the situations of North Korean refugees in China and to investigate the human rights abuses against them in the course of arrest and repatriation;
8. Recommend the members of the IPCNKR facilitate the enactment of a North Korean Human Rights Act or adopt a resolution on North Korean Human Rights in their respective legislature;
9. Request the members of the IPCNKR to cooperate with NGOs which assist stateless children and trafficked women of North Korea living in other countries including China;
10. Bring this 9thJoint Statement of the IPCNKR to the attention of the Secretary-General of the United Nations and call for the establishment of an International Commission of Inquiry on North Korea in an effort to end the on-going tragedies of North Koreans.
